Business groups identify growth center clusters

Three emerging growth centers in the Negros Island Region are being eyed as clusters for progress and development of the Local Government Units of the region.

The Metro Bacolod Chamber of Commerce and Industry and the Negros Occidental Chamber of Commerce and Industry have identified the clusters belonging to Metro Bacolod that includethe cities ofTalisay, Silay, Bago and the towns of Murcia and Salvador Benedicto, Metro Dumaguete with its satellite LGUs of Sibulan, Bacong, Valencia, and Dauin in Negros Oriental and Metro Kabankalan which include Himamaylan, Ilog, Mabinay,Ayungon and Tayasan.

Frank Carbon, regional governor of the Philippine Chamber of Commerce and Industry, said the identification of the three growth centers stems froma master plan created by the Negros Island Development Council technical working committee to ensure that progress in the urban areas is shared withthe rural population of the region.

He said local governments, like the newly created Negros Island Region, need a master plan for urban development that balances between policies that spur the growth and policies and enable the poor to participate in the growth.

Carbon said they have devised a clustering technique which involves LGUs that are in close proximity with each other and develop a single development framework for the area, based on their common resources and attributes to supplement and complement each other. The master plan will enhance development effects for the whole cluster, which eventually will create growth stimulus in the areas outside, he said.

A technical working group has already been organized and Interim Bodies for Metro Development Councils for the three areas were formed. The council is composed of mayors in the area, and representatives from the private or business sector and other community organizations.

Carbon said the master plan aims to increase local autonomy and for local governments to acquire expertise in choosing programs and investments with the highest returns, and keep them cost effective. It will also make them work effectively with the other local government units for their growth and development, he added.*MNM
